Absolutely, and don’t much care either. They are legal in every other place in the world, at least as far as I know.
In my experience, Coast Guard approval and actual safety and utility are not linked. That said it does mean that boats in the US that choose to use these will need to carry some cheap-junk approved jackets to be legal. That’s what we always did when in US waters.
